Humanitarian Demining Clearance

Humanitarian Demining Clearance is far different from the operations carried out by the military during their clearance operations.

We aim to clear land so that the local populous can return to their homes and their way of life safe in the knowledge that all mines affecting their particular home, village or occupation is guaranteed to have been safely cleared, and that the areas concerned are thoroughly verified by our clearance teams, who will on completion pronounce it "SAFE". Our aim is to restore peace and security along with the social economic stabilisation of the community.

Recent studies have shown that the best way to help deal with a mined community or country is to re-establish their way of life as soon as possible, this we do by removing the threat and allow them to return to normal.

Explosive Ordnance Disposal Training
Our training takes personnel 6-8 weeks (depending on the type of course); they are trained by fully qualified former military master EOD training specialist. Training covers, EOD/UXO detection, identification, evaluation, render safe, recovery and disposal, humanitarian minefield clearance, and stockpile reduction.
Underwater operations are carried out by full qualified former military EOD divers and supervisors.
The qualifications of our EOD personnel are as follows:

Basic:
Qualified to destroy in situ UXO’s, such as submunitions, grenades and mortars up to 84mm to include High Explosive Anti Tank (HEAT) rounds. This represents the majority of UXO”s found (possibly in or around minefields).
(Prior to any deployment they will carry out a demolition refresher course)

Senior:
(after 1 year practical experienced in the field and an advanced demolitions and explosive safety course)
Specifically trained and qualified in disposal by destruction of larger UXO i.e. Bombs, rockets, tank ammunition, and artillery rounds. Senior personnel, under the direct supervision of a qualified supervisor (master), can render safe UXO for removal and final disposition.

Master:
(2-3 years practical experience in the field and an advanced Supervisor course in demolitions and explosive safety)
Trained and qualified to destroy all UXO items and destroy or render safe any remaining UXO hazards with specialist EOD techniques, including bulk explosives, rendered safe UXO, other munitions to include mines, liquid propellant and conventional munitions with improvised firing systems.

EODFx provides individually tailored training programmes designed to meet clients' needs. We can use our fully trained personnel for immediate action, resulting in trained, designated personnel to maintain vigilance and response on tasks once EODFx has left.

Explosive Ordnance Survey
(including underwater)

Explosive Ordnance Survey is the method of determining the location of suspect or verified mined areas. Survey methods are also used to determine the perimeters of the actual mined area.

This is undertaken by the use of:

  • Level 1 General Survey
    • Collect information on the general location of suspected or mined areas.
    • Areas must be categorized; reliability and credibility data recorded.
    • Prerequisite to plan for Level 2 Surveys
  • Level 2 Technical Survey
    • Accurately identify, mark and record the boundary of hazardous areas identified in the Survey Level One report.
  • In doing so this will:

    • Reduce the risk to the local population.
    • Allow future planning for clearance operations.
    • Provide planning information at national and regional levels.

  • Level 3 Completion Survey
    • Permanently and accurately record cleared areas.
    • Place permanent markers to record perimeters of cleared areas.
    • Provide clearance data and accurate maps.
    • Safely clear hazardous areas of mines/UXO to make it safe for productive use by the local population.

EODFx utilizes our own survey personnel who are qualified to carry out surveys in accordance with Humanitarian and International Standards.In accordance with EODFx company policy, our aim is a clearance standard of 99.6%.

Battle Area Clearance

Battle Area Clearance (BAC) is the specific clearance to depth (depending on the intended use of the land) of the various types of UXO and Mines found during clearance procedures.

EODFx takes into account many environmental factors while carrying out BAC, such as:

  • Mines and UXO, if on the surface, may only require the removal or destruction of surface laid or fired hazards.
  • Clearance in Urban or built up areas may require to removal of debris during the clearance phase.
  • Where bombs or missiles are located, the depth of clearance may be many meters.
  • Underwater, desert or sand regions may require specific operations that will be assessed on an individual basis.
Military Range Clearance and Maintenance
Military Range Clearance and Maintenance are carried out by fully qualified EODFx company personnel, in accordance with clients' requirement, local ordinance regulations and company policy. Each operation will have its own specialist requirements such as Demolitions, Mechanical /Manual clearance, and Underwater clearance/Survey, which will be discussed with the client prior to commencement of operations. Follow up maintenance will/can be carried out as required.
Humanitarian Post-Conflict Clearance

Explosive Ordnance Disposal (EOD) (including underwater)

Explosive Ordnance Disposal (EOD) is the detection, identification, field evaluation, render safe, recovery and disposal of unexploded ordnance.

This is undertaken by EODFx personnel:

  • As a routine part of a mine clearance operation, upon the discovery of UXO
  • To dispose of UXO discovered outside mined areas
  • To dispose of when it has become hazardous by damage or destruction.

EOD Quality Assurance (QA)

EODFx Quality Assurance is the accreditation and monitoring of our team or teams (done by and independent organization so as not to compromise our integrity) before and during our clearance operations. It involves inspections of our management organization, development and procedures and ensuring that all our actions are carried out safely and efficiently. In short it means that our procedures are inspected before any land is handed back to the beneficiary to be used again.

EODFx Quality Control is an internal procedure which is carried out by our own qualified ISQ/ASQ team, to ensure our standards and operational procedures are maintained in accordance with our company policy.

EOD Related Health and Safety Planning

EODFx provides a safe working environment by:

  • Using safe working practice and operating procedures, relevant subject education and knowledge, continual training, safe proven personnel protective equipment and effective control and supervision, all of which complies with laid down Health and Safety standards.
  • Designing a safe layout and design of all worksites with the establishment of containment; clearly defined Hazardous and Dangerous areas; and organization and control of employees, visitors and locals.

Geographical Location

One of the keys to the EODFx success is the ability to avoid inflating overheads by running two home-based offices – both in Central Canada. One coordinates marketing and service deployment and the other coordinates training, enabling efficient coverage of Canada and ready access Worldwide.

Management

Our drive to be a low cost producer means that our small management team is responsible for manufacturing proposals, generating reports, driving sales, project implementation etc. Although a heavy workload, sensible divisions of responsibility ensure that all bases are covered. Naturally, there is a great deal of skills overlap which allows both offices to create high quality products at all times.

When necessary, i.e. the provision and use of specialist equipment such as GPR and diving systems, local procurement is necessary, but only when costs are not prohibitive. Very tight sub-contractor relationships are maintained both personally and legally. Our aim is to ensure short time-to-market in order to provide the best quality solution ahead of our competition and allow time for reviews in light of new customer demands. The ability to run small production volumes in order to meet very specific needs is key.

Quality

Strict adherence to the Company's Standard Operating Instructions ensures that all projects and products are subjected to stringent Quality Control (QC) measures. It is intended to achieve accreditation. at the earliest opportunity and to become a registered Investor in People (IIP).

Workforce

The management team is the driving force behind the business and remains ultimately responsible for all business activity - the team has the requisite skills to perform most functions that will be required excellently. However, where specialist professional skills are required i.e. finance and legal, then this is outsourced.

There is never a shortage of highly trained EOD Operators capable of supervising projects. Only personnel with the highest qualifications demanded for their role are recruited. Normally, we utilise former British / American / Canadian Armed Forces Army and Navy EOD Technicians with the highest qualifications and relevant operational experience. Unskilled labour is locally recruited when required in order to reinvest in local economies and enhance project proposals.

Job descriptions, performance measurements, training and development (if necessary) are conducted according to the Company standard operating instructions and are available to the client.
